Along with the push for vaccinations, we are starting to see signs of a "return to normal." One of the lessons to be learned from this pandemic is that despite globalization playing a part, closer international cooperation and coordination is essential to ending it. The point is that for this to happen, international exchanges that promote mutual understanding on the part of each citizen are irreversibly important. Cutting off exchanges is not a viable option in seeking a fundamental resolution. At the same time, it is clear that this disease poses an equal threat to all people, regardless of nationality, economic wealth or race. Now more than ever, we need to transcend national boundaries to sympathize with and care for others. In other words, we have to be aware of the importance of mutual aid, coexistence and co-prosperity on a global scale. The education of Kokushikan University encourages each student to stay true to the spirit of the foundation of the university, Love the 世せ界かい中じゅうを恐きょう怖ふと混こん乱らんに陥おとしいれたパンデミックから1年ねん余あまりが過すぎました。ワクチン接せっ種しゅの促そく進しんと共ともに、“平へい常じょうへの復ふっ帰き”の兆きざしが見みえ始はじめています。今こん回かいのコロナ禍かの教きょう訓くんとなったのは、グローバル化かがパンデミックの一ひとつの要よう因いんとなっていることは事じ実じつとしても、その終しゅう息そくにはより緊きん密みつな国こく際さい協きょう力りょくと協きょう調ちょうが不ふ可か欠けつであること。そのためには国こく民みん一ひと人りひとりの相そう互ご理り解かいを促そく進しんする国こく際さい交こう流りゅうが不ふ可か逆ぎゃく的てきに重じゅう要ようであるという点てんです。交こう流りゅうの遮しゃ断だんが根こん本ぽん的てき解かい決けつのための選せん択たく肢しとなることなど有あり得えないのです。同どう時じに、今こん回かいの感かん染せん症しょうでは国こっ境きょうや経けい済ざい的てき貧ひん富ぷ、人じん種しゅ別べつを選えらばず、等ひとしく全ぜん人じん類るいの脅きょう威いとなることが明あきらかになりました。私わたしたちには、これまで以い上じょうに、国くにの垣かき根ねを越こえて他た者しゃを思おもい遣やること、他た者しゃを労いたわること。つまり、世せ界かい規き模ぼでの相そう互ご扶ふ助じょや共きょう存ぞん共きょう栄えいの重じゅう要よう性せいを自じ覚かくし合あわなければなりません。Remarks from Dr. Keiichi SatohPresident, Kokushikan UniversityBorn in Aomori Prefecture in 1955. Graduated from the doctoral course in political science at the Graduate School of Political Science, Kokushikan University in 1984, and became a Doctor of Political Science (Kokushikan University) in 2006. Employed as an assistant at the Institute for the Study of Religions in 1984. Became an instructor at the Institute for the Study of Religion and Culture in 1987, and served as professor at the Faculty of Political Science and Economics II in 2002. In 2003 he served as professor at the Faculty of Political Science and Economics, and was head of the Graduate School of Political Science in 2012. He worked as Director of the Department of Political Science from 2002 to 2003 and 2006 to 2008, and as Associate Dean of Academic Affairs at the Faculty of Political Science and Economics from 2003 to 2005 and 2007 to 2010.In December 2015 he was appointed President of Kokushikan University. Served as Director of the Japan Association of Comparative Constitutional Law from 2014. 2002 Academic Award: Received the Joji Tagami Award (The Japan Association of Comparative Constitutional Law).His specialty is the political history of the United States.佐さ藤とう 圭けい一いち 国士舘大学学長1955年青森県生まれ。1984年国士舘大学大学院政治学研究科政治学専攻博士課程修了、2006年政治学博士（国士舘大学）。1984年宗教研究所助手として入職。1987年宗教文化研究所講師、2002年政経学部二部教授、2003年政経学部教授、2012年大学院政治学研究科長、政経学部政治学科主任を2期（2002年から2003年、2006年から2008年）、同学部教務主任を3期（2003年から2004年、2004年から2005年、2007年から2010年）務める。2015年12月国士舘大学学長に就任。2014年から比較憲法学会理事。2002年受賞学術賞：田上穣治賞（比較憲法学会）。専門はアメリカ政治史。CONTENTS ［目もく次じ］
